Jon Bloomberg focuses on environmental regulatory issues, advising clients on emissions release reporting, air and water compliance, sustainability strategies, OSHA compliance, wetland regulation, and government environmental review of new projects. His particular focus is on Clean Air Act regulatory matters.

Jon has represented clients regionally and nationally in air and water permit negotiations with state and federal regulators. He has provided air and water compliance advice to a wide range of clients and has represented clients in the successful resolution of alleged regulatory violations and potential citizen-suit litigation. Jon works closely with clients to design novel compliance strategies and to structure nationwide compliance programs.

In particular, Jon was heavily involved in the preparation of the first Final Project Agreement in Minnesota under the U. S. Environmental Protection Agency’s Project XL Program and finalization of the permit implementing that Agreement. The permit contains flexible and innovative methods for tracking and permitting air emissions at a facility designed to ease regulatory burdens and delays. He was on the negotiating team that finalized a multi-facility settlement under EPA’s nationwide New Source Review enforcement initiative. Jon has helped numerous clients respond to EPA Section 114 requests for information and negotiated several federal consent decrees. He has assisted clients with establishing and implementing environmental management systems and has advised companies on product responsibility, sustainability, and material sourcing initiatives.

Jon also has assisted many clients with OSHA compliance, implementing worker protection programs and representing companies in OSHA enforcement actions. He has drafted environmental assessment worksheets for facility expansion and has assisted in identifying and addressing potential environmental issues related to proposed projects, including issues relating to wetland preservation and other land-use regulations.

Jon served six years as an adjunct professor of environmental law at the University of St. Thomas Law School and served for eight years on the Minnesota Environmental Quality Board, the last three as Vice-Chair. He is a board member and current Chair of the Environmental Initiative and is on the board of the Upper Midwest Section of the Air and Waste Management Association. Prior to joining ELG, Jon was a partner at Oppenheimer, Wolff, and Donnelly and was a founding partner at Bloomberg & Podpeskar LLP.

He received his Bachelor of Science degree, cum laude, from the University of Minnesota. He received his Juris Doctor degree, magna cum laude (Order of the Coif), from Cornell University Law School. He was an editor of the Cornell Law Review.
